Children found living in home full of feces and cigarette butts, parents charged

OAK HILL, WV (WVNS) -- Two parents are facing criminal charges after officers discovered their children were living in a home filled with cigarette butts and feces. 

Police said they were called to a home on Madison Street in Mount Hope when a neighbor found a child crying in her yard. Police were able to find the child's parents, Rogelio Sandoval and Kayla Mills. 

Officers said they asked if they could search the couple's home. Court documents state the home was filled with cigarette butts and human feces. Two children were taken from Sandoval and Mills. Both parents are charged with child neglect.
