Man held without bond after being accused of sexual battery

The Winchester Police Department arrested a man who they believe is responsible for committing a sexual battery and break-in at a residence in the 200-block of Woodberry Lane on Friday morning.

Police received a report stating that around 6 a.m, a woman woke up to a strange man touching her inappropriately. She said the man ran out of the apartment after she screamed.

A few minutes later, police pulled over 26-year-old Dwayne Clemons of Winchester for a traffic stop in the 1300-block of S. Loudon Street.

Police said Clemons matched the victim’s description of the suspect and had an outstanding warrant for a probation violation in Prince William County, Va.

Items belonging to the victim were found inside Clemons’ vehicle, police said.

He was charged with breaking and entering, aggravated sexual battery and credit card theft. He was also served his warrant. 

Clemons is being held without bond at the Northwestern Regional Adult Detention Center.
