The Fairfax County Police Department has arrested and charged 47-year-old Bruce Brown with aggravated sexual battery.
On Wednesday afternoon, police reportedly found Brown on top of a 13-year-old boy in the middle of a roadway of an apartment complex on the 1300 block of Post Forest Drive.
The victim received a minor injury during the assault. Brown is being held without bond.
