22 people charged with federal drug conspiracy

22 people have been charged with federal drug conspiracy and related crimes across the four-state area.

The people are members and associates of the Butler Drug Trafficking Organization. They distributed heroin, fentanyl, cocaine, and crack cocaine in Maryland, Virginia, West Virginia, and Pennsylvania.

Some people charged in this case include: Timothy Downing, 35, of Mount Airy, Md., Ryan Johnson, 26, of Montgomery County, Md., Cindy Legard, 31, of Bunker Hill, West Virginia, Russell Oliver, 43, of Bunker Hill, West Virginia, Ann Waugh-Hixon, 48, of Berkeley County, West Virginia, Laura Warner, 36, of Berkeley County, West Virginia, and John Wolfrey, 39, Berkeley County, West Virginia. 

According to the 23-count indictment, the drugs they distributed resulted in at least 14 overdoses, including five fatal overdoses.

 

Many of defendants face a maximum sentence of 40 years in prison, while others face a maximum of life in prison.
