Cumberland man, minor charged with child abuse


On Monday, 35-year-old Donovan David Bicker of Cumberland was arrested by Cumberland Police through an outstanding warrant obtained by C3I Investigators. 

The investigation was initiated after the Maryland State Police responded to a complaint about suspicious injuries on a two-year-old victim under his care.

According to C3I, Bicker along with a 17-year-old juvenile were responsible for causing the injuries.

Bicker was charged with 2nd degree child abuse, neglect of a minor, contributing to the condition of a child and 2nd degree assault.

Bicker is currently being held at the Allegheny County Detention Center on $15,000 bond, pending his next court appearance.

The 17-year-old is being charged as a juvenile through the Department of Juvenile Justice.
