WASHINGTON (WDVM) — The Department of Transportation (DOT) is giving almost $1 billion back to states reimbursing them for cleanup costs following natural disasters or other calamities.

DOT officials report they’re keeping a promise made to states during desperate times but, as Trevor Shirley reports, some of the money is going towards disasters that happened almost 20 years ago.
