Winchester City Manager cleared of influencing election

An investigator was hired to look into the allegations, report to council

WINCHESTER, Va. - In Winchester, there was an alleged investigation involving the city manager, Eden Freeman, and after an almost three hour meeting on Tuesday night, city council has determined that there were no violations of policy.

Officials said there was a complaint charged against Freeman saying she was using her position to influence the election of the Winchester City Commissioner of Revenue.

According to a city press release, an investigator was hired to look into the allegations and report to council about the related findings.

If the scenario had been proven true, authorities said it would be in violation of the city's employee management section.

A statement from city council reads: 

"After a thorough review and discussion of this information, the Winchester City Common Council in regards to this complaint, we have determined that there were no violations of the CEMS policies, will consider this issue closed and will offer no further comment on this matter."
