Man charged after hitting, killing Hagerstown woman while intoxicated

David Garlitz, 48, struck Stacey Higgins while crossing Pennsylvania Avenue

HAGERSTOWN, Md. - A man is in custody and charged for a fatal pedestrian accident that happened early this morning. 
According to the Washington County Sheriff's Office, deputies responded to the intersection of Pennsylvania Avenue and Showalter Road around 2 a.m. for the accident. 
David Garlitz, 48, was heading north on Pennsylvania Avenue in his Chevrolet Impala when he hit 47-year-old Stacey Higgins, of Hagerstown, who was crossing Pennsylvania Avenue from the west side of the road. 
Deputies performed CPR until EMS units arrived on the scene. Higgins was taken to Meritus Medical Center, where he was later pronounced dead. 
Garlitz took a breath test and has been charged with negligent automobile homicide under the influence, homicide motor vehicle-impaired by alcohol and six other motor vehicle citations.
